The President and Vice-president of the Chamber of Auditors and Accountants of Ukraine took part in the seminar “Implementation of education and training in the field of accounting on the basis of competence” organized by the Centre for Financial Reporting Reforms (CFRR) held on November 28, 2017, at the World Bank’s premises in Kyiv.
The event was attended by representatives of the Auditors' Chamber of Ukraine, the Ministry of Finance of Ukraine, specialized educational institutions and professional non-governmental organizations.
The seminar was opened by Alfred Jean-Marie Borgonovo, a senior financial officer for the World Bank, who outlined the main achievements of the STAREP program over the past three years. In particular, the quality of vocational education is constantly improved by combining the efforts of higher education, professional organizations, regulatory authorities, the application of approaches based on competence in education and work in accordance with International Education Standards.
Ukraine is a member of the STAREP project. Our country was represented by Mykola Bondar, professor of the Kyiv National Economic University named after Vadym Hetman, who confirmed the effectiveness of the project in Ukraine. Due to STAREP it was identified priorities for reforming the education of accountants and auditors, in particular through the improvement of higher education curricula, the convergence of programs of universities and professional organizations with the requirements of International Education Standards, the integration of university programs for the preparation of accountants and auditors with programs such as ACCA, CIMA etc. Mykola Bondar drew attention to the disparity of the professional community, limited access to quality teaching materials in Ukrainian language, the absence of the definition of a “professional accountant” in legal framework, and the legislative consolidation of the need for constant professional development of accountants.
Other participating states of the project - Moldova, Georgia, Belarus, Azerbaijan and Armenia - joined Ukraine through modern communication facilities to take part in the seminar. They shared the achievements that they were able to reach during three years, also told about the difficulties, as well as emphasized the prospects of the development of vocational education in their countries. All states emphasized the strengthening of cooperation in the field of vocational education of higher education and professional organizations, improvement or introduction of certification process for auditors, improvement of methodological support of accounting and auditing education, taking into account the needs of employers in the development of curricula.
In the final part of the seminar, it was presented a project of the Guidelines for Education and Training on accounting on the basis of competence designed for use by higher education institutions, professional organizations and regulators in the development and implementation of training programs, certification and improvement of knowledge of accountants and auditors.
