Domingues e Pinho Contadores Brazilian auditing firm together with the Rio de Janeiro Association of Entrepreneurs acted as the organizers of the city’s public observation council. Its main objective is the fight against corruption, the level of which is quite high in Brazil.
A public observation council of Rio de Janeiro has united the inhabitants of the city, representing both the state and private sectors of the economy and has announced that will now control all expenditures of the city budget. In the event of violations by city leaders, the public council will conduct pre-trial investigation of crimes with further disclosure of thieves of money from the community and presenting them to discretion of the law enforcement agencies.
Manuel Domingues e Pinho, President of Domingues e Pinho Contadores, said: “We are convinced that the work of the public observation council of Rio de Janeiro will prevent theft of budget funds, bribery, and make it impossible to conduct non-transparent tenders for the purchase of goods and services by municipalities enterprises. We will ensure maximum transparency of all processes and prevent abuses by officials”.
Today, public observation councils operate in 100 cities in Brazil. Local media reports that due to the work of the observation councils it was possible to keep already USD 362.1 million for city budgets.
In the nearest future the citizens plan to establish the unified national system of public control based on the local observation councils. According to the Brazilians, this is way to quickly overcome corruption in the country.
